Situation
A leading provider of railway infrastructure management was responsible for complex railway renewal projects. It needed to improve control over the projects that were running late and were over budget, due to problems with project delivery.
Teams needed a systematic way to track progress and spend, understand where any work was being blocked and document the actual condition of deliverables to meet authority requirements.
Approach
Valcon and the client developed a performance management method built around daily performance board meetings on building sites and digital documentation of deliverable status. The work included end-to-end value stream mapping to understand process flow, modularisation of project deliverables and a digital solution to improve transparency of project execution.
To support adoption, Valcon ran structured change-impact and readiness assessments, then designed tailored change journeys and communication plans for key stakeholders. This helped turn the new management rhythm into a practical way of working, not just a reporting exercise.
The new performance management structure made progress, spend and execution status more visible, which enabled faster follow-up and a clearer focus for management.
